The C2 Heartbeat already contains the agent manifest that describes what
processors/controller services are available(along with their descriptors) in
the given agent. We should have an additional node in the manifest that would
also describe which Operations/Operands are implemented in the specific agent.
This information can be used later on the C2 server to determine if it can send
the given command or not.
