Multiple framework and extension modules include the Apache Commons Logging
library with different versions. The current runtime loading strategy avoids
using these libraries due to the presence of {{jcl-over-slf4j}} in the primary
library directory. Excluding references to {{commons-logging}} will reduce the
size of binary artifacts and avoid potential confusion related to runtime
behavior.
