NiFi Registry has a version of {{OSUtils}} that warns of illegal reflective
access when running under Java 11. The version of {{OSUtils}} in
{{nifi-bootstrap-utils}} avoids illegal reflective access and provides the same
functionality, so NiFi Registry should be updated to use the shared class.
