According to the NiFi documentation under "Managing Local Changes" [1] it
states:
{quote}The following actions are not considered local changes:
{quote}
{quote} * disabling/enabling processors and controller services
* ...{quote}
However, according to the actual behavior and the comment linked in PR #3546
[2], i believe disabling/enabling processors & controller services is
considered a local change.
