When creating versioned flow snapshots for registry, or for Download Flow, we
purposely do not include services referenced by the current PG that live
outside the PG. It would be nice to have an option when using Download Flow
that would allow the user to indicate that they would like the external
services brought into the versioned flow being downloaded, similar to how
templates worked.
