As of KUDU-1563, Kudu now supports ignore operations (INSERT/UPDATE/DELETE
IGNORE). This Jira tracks adding support to PutKudu for those operations along
with handling the legacy client side, session based, INSERT_IGNORE
configuration on older Kudu clusters.
