Fixed in
[r1103443](http://svn.apache.org/viewvc?view=revision&revision=1103443).
I changed the name of the xsd file and schemaLocation to
svn-settings-${version}.xsd to match the current file name. The new
schemaLocation is http://maven.apache.org/xsd/svn-settings-${version}.xsd.
Remember to copy the generated xsd to the schemaLocation when doing the next
release.
