The CLI {{kudu rebalance}} tool now silently gets
{{prefer_follower_moves=true}} because the constructor default changed (because
of "avoid leader moves" optimization). Add a
{{DEFINE_bool(rebalancing_avoid_leader_moves, true, ...)}} flag in the tool and
plumb it to {{{}TwoDimensionalGreedyAlgo{}}}'s constructor. The default should
match the new behavior (true) but make it explicit and overridable.
