I agree this sounds like something that should be fixed. The proposed patch on 
Gerrit, though, doesn't seem safe -- we need some way to be sure there are no 
live references to the old schema before we can delete it. Maybe we need to 
make it reference counted or use some other kind of safe reclamation scheme 
here, but just retaining a fixed number of historical schemas is not sufficient.
