Fix For: 4.5.0, 4.4.7
The current LICENSE and NOTICE are "binary types", meaning they are valid for
binary distributions.
However, there are several issues there:
# It's not correct for source distribution
# it's not correct for jar files we distribute and where we "bundle"
dependency (shading or private packages)
