I've faced with the same issue in the process of implementation the binary
memory recovery.
The cause was incorrect assignment {{FilePageStoreManager#idxCacheStores}} for
init Metastorage with read-only mode and I had to fix it.
Suppose, change {{NO_OP}} allocator to the correct one should be enough to fix
this issue.
