Description:
Suppose there is a cluster with BaselineTopology set; some nodes from
BaselineTopology are online, some nodes are offline.
Some operations executed on the cluster may require that offline nodes won't be
able to join the cluster back after the operation was completed, e.g. old nodes
may contain conflicting data.
To prevent joining of nodes that were offline at the moment of operation we
need to reset BaselineTopology branching history so oflline nodes become
incompatible with the cluster after operation.
