Please test cluster selection in branch ignite-6390-2.
How to test:
# Start Web console without clusters - check that all work as expected.
# Start first cluster - check that all work as expected.
# Start second cluster - check that all work as expected.
# Stop one of agent - check that all work as expected.
# Start agent again- check that all work as expected.
# Stop one cluster - check that all work as expected.
# Check Demo mode.
