User is allowed to define target topology with static configuration.
h2. Acceptance Criteria
* New public interface *ClusterActivator* is introduced with single method
boolean activate(Collection<ClusterNode> nodes);
* Out-of-the-box implementation allows user to specify list of IP addresses and
ports where grid nodes are expected to be started.
* New method *setClusterActivator* is added to configuration.
