Needs to be reimplemented:
* Currently all metadata operations are in PlatformClusterGroup. This does not
make sense; the only reason for this is that PlatformClusterGroup is always
available on .NET side.
* Instead, we should create a special PlatformTarget to handle metadata
operations and place OP_GET_META, OP_GET_ALL_META and OP_PUT_META there. Think
about the processor itself - can it be a PlatformTarget?
