The closing work of the phase: run the demonstrations of the Accepted-when
checklist, put a link against every line in the epic description, then close
the epic.
The checklist:
- The dev-list [VOTE] thread exists, closed with a counted result (R1.7).
- The accepted text names the baseline commit and the two change paths (R1.7).
- The charter page links the thread (R1.7).
Phase 0 of IEP-132. Done last, after every other ticket of the epic.
