Description: Adjust handling of fractional values in {{{}FETCH{}}},
{{{}OFFSET{}}}, and {{LIMIT}} clauses. Add validation and test coverage for
literals and dynamic parameters. (was: We need to support BigInt for FETCH,
OFFSET, and LIMIT to allow for expressions to be supported later. This should
be done similarly to CALCITE-7624.)
