Description: Currently we hato to hardcode empty messages classes into
{{MessageProcessor#EMPTY_MESSAGES}}. It is more convenient to add annotation
for such messages. (was: # {{#discoProtoVer}} just tells about message
immutability support, not about version.
# {{CacheContinuousQueryHandlerV2}} and {{CacheContinuousQueryHandlerV3}}
should be removed
