We have done IGNITE-28212, but some mentions could be valid. Let's make an
ability to exclude mentions from the check. For example user can use
''<MUTED>'' or ''@see'' as indicator for exlude the mention from the check.
Also, the ability to exclude should be mentioned in the error on TC.
