Description:
1. A 'stop dropping messages after 5 seconds' behavior was recently added in
the first test. It should be replaced with 'stop dropping messages after the
index has reached the BUILDING state'
2. Another test is fragile as it now only passes if the primary ends up on the
same node that is restarted (node 2). We should stop dropping messages in it as
well to fix the issue
