Description: If partition majority unavailable ignite throws SqlException:
Replication is timed out or similar Transaction exception with
TimeoutException in caused by. This is not user friendly, we may adjust the
message in order to give user the clue what's happening. In addition to that we
should probably throw dedicated exception in case of HA zone, since HA will
automatically restore the availability if there's at least one replica left.
