Today IndexQuery always filters results to primary partitions via
`IndexingQueryFilter`. This prevents using IndexQuery as a lower-level tool to
scan a backup copy of a given partition (e.g. for diagnostics, verification, or
experiments with backup-only reads).
We should investigate and prototype a mode where, for an explicitly specified
partition, IndexQuery can be directed to run on a backup replica instead of the
primary.
