This is a preparation step to fix the inconsistent behavior found in
IGNITE-26491.
We must formalize the expected behavior when accessing wider/narrower column
value
We need to take into account the following:
* the existing behavior for altering column type (see
CatalogUtils.ALTER_COLUMN_TYPE_TRANSITIONS).
* we have a few implementations of Tuple and they all must have the same
consistent behavior
* the bahavior must be consistent between all the clients
