Description: It's no secret that we are currently fixing not what the
colocation broke, but what it highlighted. Moreover, the most significant
change that reveals the existing problems is the greater number of rebalances
compared to the non-colocation branch. In order to eliminate the excessive
rebalances we may set DATA_NODES_AUTO_ADJUST_SCALE_UP as 5 instead of current
IMMEDIATE for the default zone.
