Summary: Move Data Consistancy team system properties as system

*Description*
After IGNITE-24553 there was a decision to move the follow system properties as
system configuration entires:
* {{IGNITE_JVM_PAUSE_DETECTOR_DISABLED}}
* {{IGNITE_JVM_PAUSE_DETECTOR_PRECISION}}
* {{IGNITE_JVM_PAUSE_DETECTOR_THRESHOLD}}
* {{IGNITE_JVM_PAUSE_DETECTOR_LAST_EVENTS_COUNT}}
* {{IGNITE_TIMEOUT_WORKER_SLEEP_INTERVAL}}
* {{IGNITE_LOG_THROTTLE_INTERVAL_MS}}
* {{LEASE_STATISTICS_PRINT_ONCE_PER_ITERATIONS}}
* {{RESOURCE_VACUUM_INTERVAL_MILLISECONDS}}
*Motivation*
We don't want any system properties either test-only or temporal with {{TODO}}
for removal with a ticket.
*Definition of done*
All 8 properties move to the system configuration map.
