Correctly handle CMG majority lost.
If coordinator can`t proceed with meta-store updates, it need to:
# Just return an error execution operation code if status need to be changed
from none -> INITIATED or INITIATED -> STARTED.
# If status already changed to STARTED and can`t be moved into further possible
statuses or cpcc worker nodes can`t process with meta-store updates it need to
be handled accordingly.
