Description:
*Motivation*
Learners should be created during the regular rebalance/node recovery
procedure, so the pending assignment listener, which creates replicas, should
be improved in order to be able to create learners.
*Definition of done*
The pending assignments listener is aware of assignment type (learner/peer) and
creates the replica accordingly.
