*Motivation*

After the replicas are able to be created as learners, read-only transactions 
should be able to work with learner replicas.

In general, everything should work out-of-box after IGNITE-24067 in SQL using 
read-only transactions.

We should, however, add the tests explicitly checking that read-only requests 
are able to read the correct data from learners.

*Definition of done*

Read only transactions are able to read data from learners.

The corresponding tests are added, the check that read only replica requests 
are properly handled on learners.
