Summary: Provide init script for creating default zone

Environment: h3. *Motivation*
In https://issues.apache.org/jira/browse/IGNITE-20613 we provide a new way to
work with default zone. There won't be any predefined default zone, it will be
possible to set already created zone as a default one. In this task we need to
provide a way to have initial script for cluster, which will be taken on the
init phase of a cluster and will set default zone.
h3. *Implementation notes*
We need to check the packaging, seems like we already have something similar
