Description:
*Motivation*
Currently, we are waiting each time when try to execute RO on not primary node.
We want to skip waiting. It is supposed to guarantee a timestamp associated
with RO transaction would be already overcome on a replica.
The schema below is defined behavior for deferred RO transactions:
