Description:
As we can ALTER TABLE CREATE and DROP COLUMN need to provide the ability to
alter a name of a column by DDL commands.
Let's extend SQL grammar with the following syntax:
ALTER TABLE [IF EXISTS] ALTER COLUMN [ IF EXISTS ] <name> RENAME TO <new_name>
