We have to develop a common mechanism for validation that any REST endpoint 
returns valid Problem json. 

Here is the definition for valid Problem 
https://datatracker.ietf.org/doc/html/rfc7807 

Now we do not set application/json+problem content type. Also, all cases should 
be carefully reviewed.
