Description:
*Motivation:*
At the moment we have a duplication of table assignments in the metastore keys
and table configurations. Because of that fact, we need to update the both
variants (in the rebalance logic, for example) and handle updates of the both
assignments sources. We should use the metastore keys only assignments in all
places, instead.
*Definition of done:*
- Table assignments are removed from configuration
- All logic connected with listen/update of configuration assignments must be
replaced by appropriate metastore keys
