As part of IGNITE-19177, the building of indexes moves from the *IndexManager*
to the replica, because of this, a race may occur when the replica becomes the
leader, and we need to start listening to the creation of indexes in the
configuration and reading previous indexes from the configuration.
Therefore, we need to figure out how we can avoid the double start of index
building, maybe this is not a problem and later we will just close the ticket.
