Description:
h3. Motivation
Awaiting for nodes are appeared in distribution zone data nodes.
Now when nodes were started and joined to physical topology it's enough to
create table with assignments on these nodes. When we get rid of
BaselineManager#nodes then the data nodes of the distribution zone will be used
to create assignments for partitions.
In order for the nodes from the physical topology are in the assignments when
table is creating, it's need to wait until these nodes are added to the data
nodes of the distribution zone.

At the time of table creating data nodes from the physical topology must also
be in the data nodes of the distribution zone.
