Description:
MetaStorage-related class are located in 4 modules:
# metastorage
# metastorage-common
# metastorage-client
# metastorage-server
This blocks to the ongoing work on using learners in the Meta Storage, because,
for example, it is currently impossible to access the Raft storage through the
Meta Storage client (they are located in different modules). Moreover, these
modules seem redundant and the structure can be simplified to look like other
modules' structure. Therefore it is proposed to reorganize the Meta Storage
into 2 modules:
