Need to be sure that rebalance can be done in two possible ways.
When a new node joins the cluster, the leader might need to send snapshots to a
new follower that doesn’t have the necessary log information and the leader
might already created a snapshot of its log. However, it looks like the
rebalance can be done via raft log without a snapshot.
