⚠️ `workflow_run.branches` is evaluated against the upstream workflow run
branch, so this will only fire when the source CI ran on
`master`/`release-*`/`test-*`.
Ordinary feature-branch PRs will not match, which means the auto-rerun
controller is effectively disabled for most pull requests and no longer matches
the flaky-PR retry goal.
Please remove this filter and keep the branch/event gating in the decision
step instead.
