[~leftylev] I've added it to:

* Operators and UDFs – Operators Precedences
* Operators and UDFs – Relational Operators

Although the new operators has udf implementations; I don't really see the need 
to add them to the 'Conditional Functions' section - because I consider these 
functions as "internal"...and I can't really think of any situation where it 
would aid the user....
what's your opinion in this matter, should I add them for completeness?

note:..seems like psql also advertises some of its 'nonstandard constructs' :)
