[~ngangam], 1. will not happen. 2. There will be a 2.2 and a 2.3 for sure. If
you take a look at the upgrade.order.derby, you will see that they are upgraded
one step by one step. Thus we should have

2.2.0-to-2.3.0
2.3.0-to-3.0.0
{code}
rather than
{code}
2.2.0-to-3.0.0
{code}
Could u correct it? Right now it is blocking some development from [~wzheng].
