Added following changes
- when live instances is 0, the state is set to LAUNCHING
- when the state is LAUNCHING, we don't go to llap registry as there won't be
any zpaths available yet
This should avoid the issue that Sergey faced with HIVE-15810 (if there is a
repro I can verify that).
Can someone please take another look?
