Patch attached to handle DROP_TABLE/DROP_PTN.
Additional comment fixes as well.
This does still have one bug, in that DROP_PTN currently only works on tables
partitioned by string keys. To support other key types, we will have to encode
the table columns, or better, the tableObject in DbNotificationListener for
DROP_PARTITION as well. I'll open a new bug for tracking that.
