Description:
We should support defining a partitioning specification for materialized views
and that the results of the materialized view evaluation are stored meeting the
partitioning spec.
The syntax should be extended as follows:

[COMMENT materialized_view_comment]
[PARTITIONED ON (col_name, ...)] -- NEW!
