I think this is more like keeping track of the active operations for the 
session, not the number of connections.  We only call cerateContext() when the 
new connection is created, not ExecuteStatement() or getCatalog(), etc. 

Counting active operations may also not work since even if the count is 0, the 
user may want to keep the session open and submit additional operations.
