[~leftylev] I'm not sure how to write the release note, but here is the
explanation for the default value. If it's -1, then we always let Tez to decide
the percentage of memory to allocate for the processor. If this is a percentage
that's greater than 0, then Tez will honor this percentage when allocating
memory.
