Thanks for the clarification [~dengzh]! I am wondering if there is much value
to generate and put a change log inside the tarballs. It's extra effort and
process for the devs/release manager for information that is already available
in the JIRA and website. Personally, I wouldn't mind skipping this step but
don't feel that strongly about it.
