Summary: Support multiple partitions in RELOAD event

Currently, HMS clients can just fire RELOAD events on either the whole table or
a specific partition. When multiple partitions need to be reloaded, there are
multiple RELOAD events fired each for a partition. It'd be helpful to support
specifying multiple partitions in a single RELOAD event, similar to what we
support in INSERT events.
