[~leftylev] This configuration is a general one. It can be used by any upstream
project such as Oozie or templeton to configure hive to set the logging. The
config helps us track the entire flow - from oozie to hive to hdfs/yarn/tez.
This combined with HIVE-12254 makes it generic.
