### What changes were proposed in this pull request?
This change gives the benefit of query-level HMS response cache to other
parts of Hive after analysis.

### Why are the changes needed? The specific reason this was investigated
was due to the execution time of post-exec hooks - for example the Atlas
HiveHook gets metadata for the objects accessed in the query. This can a decent
amount of latency retrieving results since it can cause multiple round trips to
the HMS.
