attached a new rebased patch. [~sershe],  [~ashutoshc], and [~xuefuz], could 
you review the patch and let me know if there is any issue to remove these 
columns from TAB_COL_STATS/PART_COL_STATS? Using a join via K/FKey instead a 
direct query to these tables I think should not be a big concern to the 
performance.
HIVE-11788 is depending on this JIRA. Otherwise, I need look for other ways to 
fix HIVE-11788. Thanks
